I'm wondering if I should still be watering outside ... I think it's gotten cold enough that everything is in the wilting & dying process right now, but there are lots of green tomatoes left. Should I keep watering and hope they get some warm days? Pick them now before they turn black from frost and try making some green-tomato dish?

The moonvines now look extremely unattractive, but I need to leave them up for a while so the seed pods finish developing. Last year it was so wet that everything rotted and molded, but this year I think I'll have quite a seed yield. Unwrapping them from the porch isn't going to be fun ..

well, i'd say pick any green tomatoes that have even the slightese yellowish or orangish blush on them, those will ripen in time (i'd put them in a cool dark place w/ good ventilation and turn them every other day). Make a nice chuteny or pickle w/ the little hard green ones :) but yes, pick them before frost, that'll ruin them ... even the hardy siberians are hardy only down to 34 degrees and that's pushing it.

There was ice on my windshield this morning. I don't think it's gonna get much warmer than it is right now.

Once we cut the base of the vines and waited 2 days or so, the stalks became very brittle and just brushed off. YMMV.
