It's in the terms of service agreement. But so many people do it - I bet they ignore it unless they want to gt rid of your journal for other reasons.

It might also be to prevent spamming/solicitation. What constitutes a banner advertisement? Are all links to commercial websites prohibited, or just actual commercial banners?
