it flooded every year, and the land built up naturally. they surrounded it with levees, pumped out all of the water, and it turned into a giant sinking bowl.
some of the pumps are still diesel powered, so i assume those came first. i would guess they had steam power before that, but i don't think the levee system was built until the early 1900's. i live on a natural ridge along the river -- that's all there was before then. the older neighborhoods don't flood.
